'주한미군 2만8500명 유지' 미 하원이 법안 가결

미 하원이 “현재 2만8500명의 주한미군 규모를 유지한다”는 문언이 들어간 2025회계연도 국방권한법(NDAA)을 14일(현지시간) 처리했다. 국방권한법(NDAA)은 미 의회가 국방정책과 예산 규모를 결정하기 위해 매년 통과시키는 법안으로, 상하원이 각각 법안을 준비하고 처리한 후 이를 하나의 법안으로 조정해 대통령 서명 을 거쳐 발효한다.

공화당 대통령 후보 트럼프 전 대통령이 재집권했을 때 주한미군을 철수할 가능성을 시사한 가운데 공화당이 다수당 하원에서 주한미군의 현행 유지를 담은 법안이 통과했다.

미 하원은 이날 본회의에서 2025회계연도 NDAA를 찬성 217표, 반대 199표로 통과시켰다. 전체 국방예산은 2924회계연도에 비해 90억 달러(약 1조4170억엔) 많은 8952억 달러로 했다. 특히 법안은 “국방부는 한국에 배치된 약 2만8500명의 미군을 유지해 상호 방위산업 기반 협력을 강화해야 한다”고 명시했다.

In particular, the bill stated, "The Congress recognizes that the Defense Ministry should strengthen its alliance with South Korea to support the common goal of a peaceful and stable Korean Peninsula. This includes maintaining about 28,500 U.S. troops deployed to South Korea and confirming the U.S. commitment to provide extended deterrence using all U.S. defense capabilities under the Korea-U.S. Mutual Defense Treaty signed in 1953."

The bill also called for the establishment of a third missile defense system in the eastern United States by 2030 to protect the U.S. mainland from long-range ballistic missiles from North Korea and Iran. Fort Drum, New York, was mentioned as a location.

The Republican Party, the majority in the House of Representatives, also included a number of details in the NDAA regarding the retreat of diversity and restrictions on abortion support by military officials, which the far-right camp has argued for.
